Smoke-Free Nova Scotia

  • For more than 25 years, Smoke-Free Nova Scotia has been the provincial coalition of individuals, organizations, and professional associations motivated with a common goal of a province where our air is cleaner, the public is healthier and young people aren’t subject to pressures to smoke. The members of Smoke-Free Nova Scotia see Health is a collective responsibility among individuals, families, communities, businesses and all levels of government.

  • Smoke-Free Nova Scotia is pleased to extend congratulations to the following municipalities who have demonstrated strong municipal leadership to provide 100 percent smoke-free indoor public places throughout their municipality.

  • Effective January 1, 2003 the new provincial smoking legislation, An Act to Protect Young Persons and Other Persons from Tobacco Smoke, is scheduled to come into effect. As one element of the province’s Comprehensive Tobacco Control Strategy, this legislation will ban smoking in a long list of public places and some workplaces and as a result, will play a role in reducing smoking rates and the burden of tobacco-related illness. This legislation however, remains inadequate because it will continue to permit smoking in some work places including restaurants, bars, casinos, bingos. The legislation fails therefore to protect all Nova Scotians from secondhand smoke in all public indoor places and workplaces.

  • Municipal bylaws can go that one step further to ensure everyone is equally protected from the significant health risks associated with exposure to secondhand smoke. 100 percent smoke-free by-laws also prevent young people from starting to smoke, increase the number of smokers who quit and greatly support other municipalities who have adopted, or are considering, strong smoke-free by-laws.

  • The following municipalities are commended for acknowledging their legal authority and most importantly accepting their responsibility to create strong municipal by-laws that address the serious impact of tobacco.

  • To fulfil their obligation to take action, your elected official needs to hear your support for smoke-free places.

Town of Kentville Kentville council had enacted a bylaw making public places within the town 100% smoke free. Amended June 2002 to mirror the provincial legislation provisions for restaurants and bars.

Town of Mulgrave Council has passed a 100% smoke-free bylaw.
Town of New Glasgow Passed smoke-free bylaw in September 2002- implementation date of January 1, 2003

Town of Port Hawkesbury Mayor MacLean and councillors were very supportive on the issue and passed a motion to draft a bylaw and discuss it at the next council meeting.

Cape Breton Regional Municipality The Cape Breton Regional Municipality has a bylaw being phased in over three years. By July 7, 2003 the CBRM will be 100% smoke-free.

Halifax Regional Municipality Defeated first reading of a smoke-free bylaw – Councillors need to hear from all residents across the province that this is unacceptable.
Municipality of the District of East Hants Town of Truro, Stewiacke, County of East Hants, County of Colchester have agreed to send a rep to form a committee to discuss a common by-law.
Municipality of the District of West Hants  
Municipality of the County of Inverness Passed a 100% smoke free public places and workplaces nonsmoking bylaw. This bylaw will very likely come into effect on January 1, 2003.

Region of Queens Municipality  
Municipality of the County of Richmond Unanimously passed the smoke-free public place bylaw at the November 12th. Bylaw will come into effect upon public notice that is being planned for January 1, 2003.with one exception to the bylaw – Smoking will be allowed in a nursing home in a manner that is consistent with the provincial legislation.

Municipality of the County of Victoria Victoria Co. passed the no smoking by-law unanimously This bylaw will very likely come into effect January 2003.
