Evaluation

Evaluation has been a cornerstone of the ACT initiative. During the first year of its implementation a baseline evaluation was completed. This was followed in 2005 by a second interim evaluation. Both were conducted by external, independent consultants with support from the Steering Committee and the Centre for Behavioural Research and Program Evaluation (University of Waterloo).

The purpose of the baseline evaluation was to try to answer the following questions:


  • Was the initiative implemented as planned, and if not, what changes were made and why?
  • Did the tool kit initiative increase community capacity to take action on tobacco?
  • Did the diffusion of innovations theory accurately predict the adoption of the tool kit as a new health promotion resource?

Building the Momentum for Community ACTion on Tobacco Control (July, 2003)


The interim evaluation conducted in 2005 addressed the challenges of quantifying capacity. It found that overall the initiative has been successful in achieving its goal to increase the capacity of people in Nova Scotia to take effective action against tobacco in their own communities. It further noted that ACT has become firmly embedded in the provincial tobacco strategy and is highly regarded for the quality of information, community mobilization materials and networks to which it provides access by participants.
